Sage, are you able to move, delete, make special messages, make stickies, and make announcements?

Sage: I can delete and edit here and in the general section, i don't see anything else in the other sections(which i think is as it should be, right?). I don't think i can make announcements nor can i make special messages or stickies. Perhaps i just don't know how yet, though.
