I'm a fan of Valve's games so I was wondering if anybody body thinks Portals 1&2 are related to the Half-life series.

Duh, of course it is related to the Half-Life series. Thats why the place is all broken and out of maintenance looking in Portal 2. It's like that because all the people had to leave the city or die when the citadel blew up in portal 1.
I'm guessing the Asperger Science facility is somewhere close to the city in episode 1 of Half-Life 2.

Remember, at the end of Portal 1, you get blasted out and land in a parking lot? Where do you see that parking lot now?

I didn't say the labs are in the city, it is OUTSIDE the city. You just concluded that it was in the city and I didn't say that. It does have a vent that leads to the city, thats why you see the city at the end of portal 1 because you get blown out of a wind tunnel. In portal 2 you leave through a different exit.

To me, Chell could be any race. Probably mixed, and the closet mix would probably be part asian and part white.

Well, given that Alésia Glidewell is of Brazillian American decent with a Japanese mother, i'd have to go with something similar with Chell.

Which.. doesn't really fit with my favorite Fanon(Caroline + Cave = Chell), but eh.
